Is a feasability study really necessary? It depends on what you are trying to do. Many assume that a feasibility study is not necessary if the application is small. While this is normally the case, you should at least consider an impact study before rolling out a new application, especially if it in any way touches your customers. For larger and more complex applications a feasibility study should be done prior to generating a project specification.
